Free-form (non-template) replies sent within the 24-hour customer service window that opens when a customer messages you are free. Messages sent within a 72-hour free entry point window, triggered by Click-to-WhatsApp ads or page call-to-action buttons, are also free.
Meta Platforms sets the per-message rates. Your Business Solution Provider adds its own platform or subscription fee and passes Meta's charges through, and 18% GST applies in India.
